The downstream power plant is being built on the river Changtan in the district of Ebian, which lies east of Sichuan Province. The river has a flow rate of roughly 3.5 m3/s. The power plant numbers two 4 MW turbines and generates a yearly 36 GWh. The dam is 7.7 metres in height. The installation’s yearly operating time is expected to be an average 4’800 hours. The power produced is injected into the local power grid of Leshan City. The project owner has agreed to use 4% of total revenues from the sale of CDM certificates for additional education as well as charitable work benefitting the local population. In an economically weak region, the project contributes to sustainable development. It fulfills the environmental and social standards of the World Commission on Dams (an independent international body).
