The Target Agreements Programme was developed in collaboration with the Energie-Agentur der Wirtschaft (the Swiss business community’s energy agency EnAW). It addressed companies that, within the context of the Swiss CO₂ Law, had committed to limiting their CO₂ emissions in a target agreement with the Swiss Confederation.

In the case of companies with a target agreement for combustibles, the Foundation purchased emission reductions stemming from overfulfillments of the target trajectory set out in the target agreement. In the case of companies with a voluntary target agreement for motor fuels, the Foundation’s contribution offered an incentive to actually meet targets that had been declared on a purely voluntary basis.

Outcome
Over the period 2008 to 2012, 1‘375‘483 tonnes of CO₂ were delivered as overfulfillments of target agreements in the field of combustibles. Of these, 1‘175‘469 tonnes of CO₂ were backed by CHUs. Overfulfillments of 200‘014 tonnes of CO₂ thus stemmed from companies with a commitment, which had not been allotted emission allowances (“benchmark model” and “SME model”), as well as from companies with a voluntary target agreement. Overall, companies with target agreements in the field of combustibles received 111 million Swiss francs.

Over the period 2008 to 2012, target agreements in the field of motor fuels provided 266‘226 tonnes of CO₂ reductions. Overall, companies with target agreements in the field of motor fuels received 41 million Swiss francs.
